14 CFR 91 covers general operating and flight rules.
in part 91, 91.207 covers ELT transmitters. More specifically 14 CFR 91.207(d) requires each emergency locator transmitter required by paragraph (a) of this section must be inspected within 12 calendar months after the last inspection for -
(1) Proper installation;
(2) Battery corrosion;
(3) Operation of the controls and crash sensor; and
(4) The presence of a sufficient signal radiated from its antenna.
If you are looking for more details there is also and advisory circular that goes into more detail on ELT inspection. AC No: 91-44A Subject: Installation and Inspection Procedures for Emergency Locator Transmitters and Receivers.
A link to that AC can be found here.
